Mining Criminal Networks

This project was a joint effort between US Dept. of Defense, State Department, Iraqi Ministry of Interior, and Naval Space Warfare Division. The purpose of the project was to develop a criminal investigation system that could link similar criminals using biographical information, biological traits, and recorded criminal activities in Iraq and Afghanistan. The team implemented techniques such as collaborative filtering and social network analysis to help identify criminals and protect the United States.

Solution

The solution implements matches according to biographical data and is integrated with biometric data for high assurance identity verification.  It unifies several data sources using information retrieval techniques and added search capabilities.  The system also provides the ability for intelligence analysts to search and match unstructured text from multiple disparate data sources and includes a web portal for the management of identities, including unifying multiple identities. Link analysis capability was incorporated for extensive biographical / criminal activity mining and matching. The solution also incorporates police records to vet new recruits against criminal backgrounds and integrates civil records into the system.

Results

After implementation, the system successfully discovered criminals attempting to enter the United States.  The system has become a critical tool for intelligence analysts who are helping to protect the United States on a daily basis.
